You can find Urahara Arena in Harajuku and it is available as soon as you unlock Harajuku.

Completing all 5 rounds gives you 2 AC, finishing the first Encore will increase it to 6 AC, finishing the second Encore will increase it to 18 AC.

Arena Staff on Hire
Nieg – Harajuku
You can find Nieg in Harajuku next to the Crepe Restaurant. Once you convince it to join the Urahara Arena you can exchange Detritus for Incene which will permanently increase a stat.
Mitesh – Illusory Daitama
Mitesh is standing right next to the Hee Ho Mart Salesclerk in the lower area of Illusory Daitama. You can give it items and if you are successful you will receive enemy performa found in Illusory Daitama.
Piffin – Illusory 106
You can find Piffin on floor 6F in Illusory 106 near the orange doll. It will ask for items and enemy performa and if you are successful will exchange it for enemy performa found in Illusory 106.
Gainey – Illusory Shibuya
You can find Gainey by teleporting to Block 3 – South. Once you convince it to join Urahara Arena you can trade random enemy performa for enemy performa found in Illusory Shibuya.
Rexer – Illusory Daitou TV Station
Use the teleport to warp to Film Set A: Indoors (2F) and find Rexer right next to the teleporter. You can trade items and performa for enemy performa found in Illusory Daitou TV Station
Boney – Illusory Daiba Studio
Use the teleporter to warp to LCD Panels: Door 1 and go to the door at number 3. Boney will be next to the door. You can trade items and performa for enemy performa found in Illusory Daiba Studio
